Reports to the Senior Director of Environmental Ops, Holland America Group.
The Manager, Environmental Programs and Management, is responsible for managing environmental related programs and projects within the Holland America Group including water discharges, air emissions, solid waste, regulatory reporting, permitting and analysis. This position is responsible for coordination and management of shipboard and shorebased programs and initiatives including the support of energy efficiency and emergency response activities. This role ensures that specific portions of the Environmental Management System (EMS) for the Holland America Group are being adhered to and that the vessels have the necessary policies, procedures and information to meet current and future applicable laws, regulations and the EMS.
• Environmental Program Management – 65%
• Serve as the primary point of contact within SEMS to the pool of Environmental Officers (EOs) who serve aboard HA Group vessels. This includes ones on active contracts as well as on their time off.
• Liaise with HR and Fleet Ops to maintain an adequate pool of EOs to man aprox 40 vessels with adequate reserves and supernumeraries for rotational time off, emergency fill in, and training opportunities.
• Oversee the EO traveling trainer program and scheduling of supernumeraries to provide direct mentoring opportunities. Identify short term rotational opportunities for Eos to work in the shore based office setting to improve awareness of project management.
• Assist HR with the recruitment, interview, and initial training of new hire EOs. This includes mandatory familiarization training on board, computer based pre-learning, and scheduling of annual mandatory training at CSMART.
• Serve as subject matter expert for course development on EO related topics at CSMART, computer based training or instructor led training.
• Review and respond to Monthly Environmental Self-Assessment reports (MSAs) completed by on-board Environmental Officers. Respond to items of non-compliance to develop corrective action plans with input from applicable department personnel.
• Compile monthly tracking sheet of MSAs reviewed as per the ECP and submit to the Operating Line Compliance Manager (OLCM) and Carnival Marine Policy and Analysis Dept.
• Review and comment, as appropriate, on Environmental Officer (EO) hand over reports.
• Coordinate topics for monthly phone calls involving the SEMS department and the EOs. Develop the agenda based on current concerns, emerging trends, and management input. Produce minutes of the calls including the topics discussed and assignment of identified follow-up activities with an assignee and a deadline for proposed close-out.
• Represent HA Group on interdisciplinary teams to develop new HESS procedures and operational directives that have an environmental component.
• Maintain a professional working relationship with EOs and Technical Operations Directors. Serve as primary point of contact for day to day operational issues on environmental matters.
• Serve a rotational dutynas the Environmental Department’s representative for Incident Report generation and approval, and participation within the Fleet Operations center for actual incidents and drills.
• Provide the resources needed for the EO to carry out their environmental compliance and management responsibilities related to environmental programs.
• May participate on the shoreside Heath, Environmental, Safety and Security (HESS) Steering Committee/Safety Committee and engage with various shipboard HESS Steering Committees, HESS Action Teams and Safety Committees. Participate on Fleet Ops briefings, Stand-up meetings, and Management Reviews as needed.
• Support risk assessments and mitigation strategies to enhance environmental compliance of crew and guests.
• Tracking & Compliance – 25%
• Deliver environmental related training. Support Holland America Group’s EMS by developing Objectives and Targets and managing these programs to ensure the goals are met.
• Track and respond to notices of violation issued from governmental agencies. Draft Incident Reports to communicate the violation as per the requirements of COM 1101-A1.
• Conduct ship visits to monitor environmental compliance oversight programs.
• Attend applicable CSMART courses.
• Assist SEMS leadership in understanding and maintaining cognizance of international and flag related regulations that are in effect or will be coming into effect in the near future, including classification society related requirements.
• Audit & Investigation Support – 10%
• Support and participate in environmental incident investigations, analysis, and associated reporting and follow up.
• Manage and actively assist the preparation, scheduling, follow-up and closure of findings associated with internal RAAS audits, external ISM, ISO 14001, ECP Third Party audits, flag, class and MLC audits and examinations addressing environmental issues.
• Develop Corrective Action Plans, Preventative Action Plans and root cause analysis for environmental-related audit findings.
• Education: Bachelor’s Degree in appropriate maritime/technical/management field, or equivalent educational and training experience. Master’s Degree desired. Accredited
• ISO 14001 (EMS) lead auditor training beneficial.
• Experience: 5 years experience in technical, environmental, auditing or risk management fields.
Experience in the cruise industry, other maritime industry segment, or government agencies with maritime nexus desirable.
• Experience in the development, delivery and scheduling of training programs preferred.
• A mariner’s license and underway experience in deck or engineering departments desirable.
• Strong organizational skills with attention to detail.
• Strong interpersonal and communication skills, both written and verbal.
• Familiarity with application of Class Society, Flag State, Port State and International rules desired. Project Management skills and experience desired. Excellent PC skills, including word processing, database management and spreadsheets.
• Ability to work well under pressure and meet deadlines.
• Ability to work weekends and after hours as needed in order to support the worldwide delivery of the EMS program.
• While on board vessels the ability to climb stairs, ladders, slippery uneven surfaces and work in noisy engine room environments is expected.
• Travel Requirements: Up to 20% travel, including domestic and international locations may be required including occasional visits to the ships in the fleet.
• Work beyond normal business hours will be required occasionally to support business needs, projects or operational support after hours or on weekends.
